Minnesota's Guiding Assumptions
Preparing for a New Law
1998 Perkins State Plan Conceptual Framework states -
"Vocational education is a critical component of Minnesota's educational system. Vocational education contributes to the overall education of Minnesota citizens through its emphasis on strong technical, occupational and academic skills. Vocational education also contributes to the economic health of individuals, families, and broader communities by preparing all learners for the world of work, lifelong learning and responsible citizenship."
The Purpose?
"Vocational education prepares all learners for tomorrow's careers."
That was 1998.
This is 2006.
Our Guiding Assumptions
Career and Technical and Academic Education are no longer housed in separate silos. We must blast the myth!
College and Work Readiness Skills are One and the Same.
Each student needs at least some education or advanced training past high school whether 2-year, 4-year, industry certification, or advanced training through work.
Perkins funding is not an entitlement.
We must connect all education spending with student success outcomes.
We want to continue that which has worked well and improve on areas of need.
