Perkins III State Plan
Planning, Coordination, and Collaboration
- Consultation process used to include teachers, eligible recipients, parents, students, interested community members, representatives of special populations, representatives of business and industry, and representatives of labor organizations in the State and the Governor of the State. [Sec. 122(b)(1)]
The consultation process used to develop the State Plan was modeled on the collaboration and meaningful partnerships MnSCU and DCFL promote at the local level. A "convenor group" representing those with key roles and responsibilities for Perkins III local applications and local stakeholder participation was identified. Members of the convenor group represented the following:- MnSCU System Office Staff DCFL Office Staff MnSCU Community College Campus President MnSCU Community and Technical College Campus Representatives K-12 Superintendent Secondary Principal Secondary Vocational Administrators

One of the primary tasks of the convenor group was to design a system to collect and analyze meaningful input by all Perkins III stakeholders, including those as identified in Sec.122(b)(1). The convenor group used several strategies to gather information, ideas, input, feedback, reaction, and recommendations from individuals and groups across the State. Input was gained from a large diverse group consisting of more than 1,400 stakeholders across the State and included representatives of:- K-14 Learners MnSCU System Office Staff DCFL Staff Local MnSCU institutions Local School Districts Local Workforce Centers Local Education Cooperatives and Alternative School staff Business and Industry Labor and Labor Organizations including AFL-CIO Teamsters Teacher Unions Parents School Board Members Advocacy and Special Interest Organizations including: Communities of Color Disability Organizations Minnesota Association of Higher Education and Disability (MnAHEAD) Community Based Organizations Teacher Education Providers Professional/Education Associations Other education agencies including: Department of Labor and Industry (DOLI Department of Trade and Economic Development (DTED) Department of Economic Security (DES) Department of Corrections (DOC) Minnesota State Legislators State of Minnesota Executive Branch

Activities and procedures used to include access to information to allow individuals as described in [Sec.122(b)(1)] to participate in State and local decisions related to State Plan development. [Sec.122(b)(2)]The various methodologies the convenor group utilized to gain meaningful participation by individuals described in Sec. 122(b)(1) in the development of the State Plan included research of existing models, surveys and needs assessment, focus groups, individual interviews, and open forums/hearings. A conceptual framework for vocational-technical education in Minnesota was developed which represented stakeholder input. The conceptual framework is included in Appendix A. Stakeholders were then asked to provide feedback to the conceptual framework in follow-up to their initial input. Presentations were made to various groups for feedback including:

Throughout the process of developing the State Plan, from the convenor group through public hearings and preparation for final submission, a variety of feedback loops were employed to promote access to participation in plan development. These included:

At the time the conceptual framework was solidified, Congress passed the Perkins Act of 1998 (Perkins III). The conceptual framework was then translated into specifics as required by Perkins III. This State Plan is the product of that translation, and was then the subject of the subsequent public hearing (see item three below) as well as presentations to the Governor's Workforce Development Council, Minnesota Department of Education, and MnSCU Board of Trustees.

[Sec.122(a)(3)]A public hearing was conducted for the purpose of affording all segments of the public and interested organizations and groups the opportunity to present their views and recommendations regarding the State Plan. Notice of the public hearing was announced in the Minnesota State Register, March 8, 15, 22 and 29 editions and can be viewed at www.comm.media.state.mn.us. The public hearing utilized telecommunications satellite sites (both C and Ku frequencies) in addition to the primary site. The use of these technologies promoted statewide involvement through open public access. Registration of satellite sites was requested, as well as record of local attendance.

[Sec.122(a)(3)]Appendix B includes a summary of recommendations and MnSCU/DCFL's response to recommendations as a result of the public hearing testimony on the State Plan. The federal government's appropriation to the State is distributed to participating eligible recipients according to the federal requirements listed in Perkins III. MnSCU is the sole State agency to receive and disburse authorized Perkins III funds, by Minnesota State Statutes, 136F.79. C "Minnesota Appropriations for Vocational Technical Education" identifies the distribution of Perkins III funds, the formula applied for the distribution, and State expenditures for vocational technical education.
Minnesota will disburse the full 85% of Basic Program funds by formula. This includes the 10% Reserve funds which are targeted at the local level for activities to support meeting annual levels of performance for the core indicators for Fiscal Year 2000. The Annual Performance Report for local Perkins III requires reporting on annual performance targets. For subsequent fiscal years of Perkins III, those recipients who fail to meet their performance targets will be required to apply the 10% Reserve funds to activities supporting progress toward those targets. Those recipients meeting their performance targets will have flexibility in the use of the 10% Reserve funds for activities of their choosing, within the provisions afforded by Perkins III.
