Perkins III State Plan
Introduction
Minnesota State Colleges and Universities (MnSCU) and the Minnesota Department of Children, Families, and Learning (DCFL) collaborated on the development of this Comprehensive State Plan for Vocational-Technical Education. The basis of this collaboration was the belief that it is critical to develop a shared vision for the reformation of pre-14+ education in Minnesota, and that vocational-technical education prepares all learners for tomorrow's careers.
This plan for vocational-technical education connects vocational education with other State initiatives, including Minnesota Graduation Standards, MnSCU's strategic plan "Putting Students First" the Minnesota School-to-Work system, and the recently passed Workforce Investment Act of 1998. The State Plan supports education endeavors that focus on the needs of all learners, enabling them to thrive as learners, workers, as citizens, and as lifelong learners.
The State Plan builds upon the combined assets and financial resources of school partnerships that include employers, labor, preK-14+ education, learners, parents and community organizations. This State Plan for vocational-technical education reflects our State's best efforts to link education with each individual's lifework development in order to have a positive impact on all Minnesotans role as good citizens, economic contributors and lifelong learners.
